I grew up on a farm. CAFO's are not farms. They are a national disgrace, and pollute wherever they are. This bill would effectively prevent neighbors of these corporate nightmares from reporting violations of what few regulations there are for these operations. This is a terrible bill. The burden should always be on a cafo to prove it is not polluting, not on the citizens to pay thousands of dollars if they make a good faith report of suspected violations. Why is rep birkholz an advocate for these awful operations?
