a "citizen" has rights, whether they are wanted or not.
it is this 'unwanted citizen' attitude that kept women from voting and blacks enslaved.
the question was asked 'at what point do you give 'potential' citizenship.
the answer is "as soon as the 'useless bit of tissue' has the potential to grow up to be a citizen." and not a second later.
