2007 House Bill 4220 (Allow school board member to be unpaid extracurricular volunteer )

Introduced in the House on February 7, 2007, to allow a school board member to be an unpaid volunteer coach or extracurricular activity supervisor in a school district if no other qualified volunteer is available. Current law prohibits a member of a governmental body (including a school board) from also being a paid employee. The member could not vote on matters related to athletic issues that come before the board

The vote was 104 in favor, 0 opposed and 6 not voting

(House Roll Call 29 at House Journal 23)

Question:  Is there a difference between a volunteer being available, and a volunteer applying.  Does the volunteer need to apply for a position to be considered available.  What if a qualified person is available, but intimidated into not applying???
