    ... happens when you punish businesses. Do you want another Pfizer? Stop making it harder for businesses to come to Michigan.

    I agree that it may not be best to punish large businesses. Many are overwhelmed by health insurance costs and providing retirement benefits for large numbers. I also see the side of the small businesses who have to pay the same sort of tihngs. I am not sure what the answer is, but I am not sure it is fair to go after the large employers.

    Actually Walmart is one of the biggest users of the Medicaid system across the country.  They hire part time and don't offer part time employees to apply for Medicaid (the wages they pay are low enough to qualify). 

    Walmart's Ms. Chambers acknowledged that 46 percent of the children of Wal-Mart's1.33 million United States employees were uninsured or on Medicaid.

    That gives Walmart a competitive advantage over smaller, local stores and they get the state to pay for their employees.

    I agree, Wal-Mart, our nations number one employer, and many of the big chain stores, pay such low wages and provide such meager benfits that the state, that's us taxpayers, end up providing health care for their employees while they keep their expenses low enough to run small businesses out of town. A medicaid tax is a good way to even the playing field. I'm really not too concerned about such a tax discouraging Wal-Mart from coming to Michigan. If they were to close every one of the stores they presently have here, think of the small business opportunities that would open for Michigan residents.

    Environmental Quality would be given broad powers to create rules that would have the force of law. HB 4603 is the same bill.

    It appears that House and Senate leadership and the administration have hammered out a budget deal that will avert a third state shutdown in four years.

    I suppose we should all be relieved but somehow the whole thing leaves some of us feeling pretty frustrated. The final budget resolution seems to be a very large Band-Aid over a gaping hole.

    Included among the budget “fixes” are proposals for tax amnesty ($61.8 million), state employee retirements ($60 million), use taxes on Health Maintenance Organizations ($377.3 million), various liquor reforms ($9 million), and a shift of $208 million from the School Aid Fund to the General Fund to avoid further cuts to community colleges.
