Why would the State allow one caregiver (family child care provider) to meet the needs of up to 12 children when the State recently passed new laws that require caregivers to undergo a finger-print check, 10 hours of child care related training per year plus yearly CPR training, radon tests, etc. These new rules won't do much to improve the quality of care if the caregiver will have more children than she/he can possibly meet even the most basic needs of. Research has shown the incidence of accidents increases significantly when only one caregiver is responsible for more than 6 children.
