However, the local regulations could not exceed the scope of those promulgated by the Department of Natural Resources

If I read HB 5960 correctly the public's use of road ends will be determined by rules promulgated by the DNR. In light of a pending Attorney General's opinion relating to public roads terminating at inland navigabble waters, one may assume the use of road ends as public parks and beaches and private marinas, will be prohibited under rules promulated by the DNR under HB 5960.
