Introduced in the House on September 13, 2005, to require nursing homes, county medical care facilities, hospices, hospitals that provide swing bed services, homes for the aged, or home health agencies to perform criminal background checks on all new employees; and to prohibit a person from working in such a facility if he or she has been convicted of certain crimes, especially those committed against a “vulnerable adult,” or has a record of substantiated complaints regarding abuse of such persons
