i think having the secretary of state handle the mundane day to day work of supplying concealed carry permits is a good idea...
anything that LOWERS the cost of obtaining a permit so that the average citizen can afford one is okay by me...

why is it that I can drive a car for a year with minimal 'no fault' insurance, but i must get a special type of insurance if i carry a gun?
i'm much more likely to get into a fender bender than i am to use deadly force...
