Introduced in the House on February 15, 2005, to require the Board of State Canvassers to certify a citizen-initiated ballot proposal unless the petition is not in proper form or the number of valid signatures is insufficient. Note: In 2004 the Board of State Canvassers made headlines when two members refused to certify a petition that met these standards. This was quickly reversed by the Court of Appeals
