2005 House Bill 4186 (Revise CPL expiration dates )

Introduced in the House on February 3, 2005, to establish that when a person renews an expiring concealed pistol license (CPL), the starting date of the renewed license will be the expiration date of the old one, even if the person renews the license before it has expired. A licensee could not renew a license more than one year before the expiration date

The vote was 109 in favor, 0 opposed and 1 not voting

    No Brainer!

When renewing this year -- I was surprised to learn that this was not the case. This is how the legislation should have been enacted in the first place. Good bill.

    CPL (CCW) Renewal

The legislation should be amended to include the fact that many renewals are substantially delayed and that the new starting date should also include starting the day of renewal if after the old expiration date. I applied two and a half months before my expiration and still don't have the renewal a month after the expiration of my old one, Three and a half months so far. Also, why should fingerprints be required again? I've been told that is what the hold up is with most renewals. The Secretary of State should be allowed to coordinate renewals.

    HB4187

This is good news but .... I'll believe it when I see it? Counties seem to be running their own programs with their own set of rules. This is a start but let's step up to the plate and get the SOS to take over and handle this. They've already got a system in place for DLs and plate regs. Let's eliminate fingerprinting on renewals and let the SOS have this same money to run this program! Terri Lynn Land, in her campaign for SOS, stated she was ready and willing to do this. Let's give her a chance to make this whole process more efficient and speedier with ONE set of rules for the entire state!

    Small change needed

This is a great bill, and much needed. It needs one small correction: if you will look at your CPL it says "issue date", not "renewal date." I recommend that the phrase "a renewal" be changed to "an issue". Thank you, Rep. Rocca.

    I agree

The SOS should be handling the process. It could be handled like a cycle endorsment or a CDL on the drivers licence. That way when providing ones drivers licence to a LEO it would satisfy the must inform provision of the CPL law. It would also improve the look of the permit, right now it looks like someone made it in their garage, my school ID looked better back in the late 80's. If you really want to get easy, you could use the birthday as a expiration date, and renew your CPL and your driver's licence with one trip to the SOS, but that is a battle for down the road.

No, it's an upcoming battle. I believe we'll see Legislation introduced in the next several weeks regarding SoS issue. Contact your legislators and tell them how important this is.

    Ceasar Milk Toast

It would make sense to put the CPL on the Drivers license. But the Ceasar Milk Toast crowd won't have it. Has anyone taken notice to the bad cops getting nailed lately? Ratledge for shooting a Grand rapids judge in 1988 That Conservation officer out west, The other fencing stolen guns for 30 years. Not really much media coverage or outrage, But Oh just think what would happen if it was a CPL holder!, Media Frenzy! Professors of Law having a field day of CPL holders, School districts feeding on CPL holders. But that what you have to be today, A limp wristed, splineless ceasar milk toast politcian.

    renewal of CCW

In wayne county there is a substantial delay between the time the old ccw permit expires and the renewal permit is issued....if the renewed permit is retroactive to the same date as the expiration date of the old ccw permit that means for residents of wayne county.you will be stiffed out of 6 months or more of the 5 year validation period of the renewed liscense. That is not fair because the $105 renewal fee covers 5 years (60 months) not 4 years & 6 months (54 months)...
  • 03-16-2005 7:15 PM In reply to

    Not a problem

The text of the bill states that it only applies to licenses that are renewed before the expiration date of the old license, so it will not affect licenses that are renewed after the expiration date of the old license. It was worded that way to prevent the problem that you are describing.

    The problem is...

You use your driver's license at many different places for I.D., and the idea of a concealed weapon is so that nobody knows (or needs to know) that you're carrying. Sorry, but the guy checking me out at Best Buy doen't need to know I'm armed. Keep 'em seperate.

    When will Cropsey move?

When will Cropsey let this move out of Committee? Holding it up because it didn't originate with the Gun Group he sits on the Board of Directors for just plain stinks of bad politics.

Tell us who to you want the credit to go to.

Why don't you just tell us who sponsored the bill? That is apparently your objective. Your post sounds like it may come from an organization different from the one that was most instrumental in us getting a carry permit law, or maybe from a dissident ex-member of that organization . Or maybe Cropsey is trying to fix some of the flaws before it gets passed. Hmmm?
