    2005 Senate Bill 50 (Ease catering liquor permit restrictions )

    Introduced in the Senate on January 25, 2005, to allow the Liquor Control Commission to issue a supplemental permit to restaurants that provide catering services that would allow the sale of liquor at locations other than the licensed premises, for purposes of catering at a private event where liquor was not resold to guests and no consideration was paid by the guests

    The vote was 35 in favor, 1 opposed and 2 not voting

    Rep. Bieda's "no vote explanation"

    Rep. Bieda, having reserved the right to explain his protest against the passage of the bill, made the following statement: "Mr. Speaker and members of the House: I note that SB 50 would discriminate against smaller caterers or caterers who do not have an 'on-site premise.' The bill literally puts smaller caterers at an immediate competitive advantage. The marketplace would favor the caterers (mostly restaurants) who have premises, to the disadvantage of the smaller independent caterers. This bill would immediately give a competitive advantage to one group over another, thus I voted 'no' on SB 50."
