Introduced in the Senate on April 21, 2004, to replace the Michigan Education Assessment Program test (MEAP) with the nationally recognized achievement test proposed by Senate Bill 1153 as the test that determines whether high school students qualify for the $2,500 merit scholarship awards. These state scholarships are paid for with revenue from the tobacco lawsuit settlement
