Introduced in the Senate on April 20, 2004, to move back to October 1, 2007 sunset on the “Michigan Medicaid Quality Assurance Assessment” (MMQAA), which is bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for some but not all of the providers. The bill also invreases from $18.9 million to $21.9 million amount of the fees retained by the Department of Community Health budget in Fiscal Year 2004-2005, rather than rebated to the health care providers that pay the fee
