&lt;p align="justify"&gt;Rep. Geiss, having reserved the right to explain his nay vote, made the following statement:&lt;/p&gt;
&lt;p align="justify"&gt;&amp;ldquo;Mr.&amp;nbsp;Speaker and members of the House:&lt;/p&gt;
&lt;p align="justify"&gt;This amendment takes funds from the 21st Century Jobs Fund. As the fund is derived from the Michigan Tobacco settlement revenue, I voice my objection for the following reasons: 1) The funds used are not consistent with the original intent of the 21st Century Jobs Fund. 2) If not used for the original intent of the 21st Century Jobs Fund, I believe the funds should be used for smoking cessation programs in the State of Michigan.
