Until the early 1860s, the federal government had no direct involvement in regulating U.S. banking. The national crisis of the Civil War pushed the federal government to reenter bank regulation. The war required vast amounts of money and credit, and difficulties in financing the war were draining the nation&amp;#39;s gold supply. As a result, the gold standard, which gave value to the national currency, was eventually abandoned. Borrowing from banks created under state laws was one obvious source of needed credit. By 1861 there were approximately 1,600 state-chartered banks, but no central bank system (like the Federal Reserve) to monitor credit, and no banks directly subject to federal supervision.

To help finance the war, in 1861 Treasury Secretary Salmon P. Chase recommended the establishment of a national banking system. National banks could be chartered by the federal government and authorized to issue bank notes secured by U.S. government bonds. Chase&amp;#39;s plan would have ensured a market for federal debt, since the new national banks would be required to buy the bonds.

However, the government first tried to finance the war directly by selling U.S. notes to the public, without creating national banks. By early 1862, Congress had authorized the issuance of $150 million in U.S. notes, the first of several issuances, but these sales did not satisfy wartime credit needs. When Chase&amp;#39;s next legislative effort, the 1863 National Currency Act, did not solve the problem, it was amended and reenacted as the National Bank Act (NBA) (13 Stat. 100) in 1864, creating a national banking system on the model originally proposed by Chase. The national bank system, which outlasted the Civil War, became a central feature of the modern U.S. bank regulatory system. &lt;p&gt;Lets force our state government to reign in the multi-million dollar salaries for FOOTBALL COACHES and UNIVERCITY PRESIDENTS.&amp;nbsp; Lets tell them that if they are going to pay bloated salaries, it will not be supprted by taxpayer dollars.&amp;nbsp; Lets force our schools to teach instead of make money.&amp;nbsp; Lets demand that the Federal Government take over ALL education, eliminating the bloated salaries and entitlement of school administrators.&lt;/p&gt;
&lt;p&gt;Lets demand that our state tax ALL corporations and CHURCHES equally.&amp;nbsp; No more tax fee status for churches.&amp;nbsp; After all, there is NOTHING in the Constitution that allows churches to enjoy a tax free status while enjoying immunity from sexual perversions.&lt;/p&gt;
&lt;p&gt;Lets force our government to tax every gallon or pound of raw material taken from Michigan soil.&amp;nbsp; Lets put a &amp;quot;windfall profits tax&amp;quot; on ALL investment firms in Michigan taking advantage of the dissadvantaged like Benton Harbor.&amp;nbsp; Those investors backed by snyder are converting public property to private property.&amp;nbsp; Lets take that property back.&lt;/p&gt;
&lt;p&gt;Lets make those raping our land pay for it.&amp;nbsp; There is no reason why we cannot have a state that works for us, after all we OWN IT.&amp;nbsp; Lets demand natural gas prices be market driven.&amp;nbsp; Since we sit on one of the largest pools of natural gas on earth, why do we have to pay a &amp;quot;pipeline fee&amp;quot; to have it pumped down to Texas and back.&amp;nbsp; The operators of that natural gas pool should be paying us for OUR gas.&amp;nbsp; Lets force GM, Ford and Chrysler to pay taxes like we workers.&amp;nbsp; I demand a &amp;quot;windfall profits tax&amp;quot; be levied on Ford, GM and Chrysler since thru back handed dealing, they do not have to pay ANY tax on profits for the next NINE YEARS.&lt;/p&gt;
&lt;p&gt;I want a deal just like the corporations.&amp;nbsp; In fact, I want to know when our government is going to work for us instead of the looters.&lt;/p&gt;
