This bill relates specifically to Medicaid paid birth expenses, which are collected from the father, but not the mother.  If the father later marries the mother, he is exempt from the charges.  Under the current law, the mother never has to reimburse Medicaid, but the father does, even if he has sole custody of the child.  A mother can neglect, abuse, abandon her baby and not have to pay a dime toward birth expenses.  The father, on the other hand, has to pay even if he is raising the child by himself.
