I recently moved to downtown Ann Arbor and the train blows the horn at all hours, loudly and seemingly while stopped. They blow the horn so loud in the middle of the night that even through closed doors and windows, it wakes me up. Aren't there quiet zones or hours that restrict this?

NO! NO! NO! This legislation is going in exactly the wrong direction. Instead, this effort (and funds) should be devoted to establishing "quiet zones" by installing directional horns at railroad crossings (NOT on the train). This can be supplemented by warning strobelights on the train, and/or dual gates at grade crossings. (Please refer to the Federal Railroad Administration's Train Horn Rule.) This is an extreme quality-of-life issue for anyone who lives near a railroad crossing. I live two miles from the nearest crossing, and I hear the whistle IN MY HOUSE in the middle of the night from FOUR separate crossings for EVERY train that passes. Only cars ON THE ROAD need to hear the whistle, not all of the neighbors IN THEIR BEDS!

Although this is not a law, railroads have been doing this for the past 100 years

Introduced in the House on February 19, 2008, to require railroads to place signs exactly one-quarter mile from the entrance to any grade crossings to notify engineers to blow the whistle and ring the bell as the locomotive approaches the grade crossing

The vote was 61 in favor, 48 opposed and 1 not voting
