They blow the horn so loud in the middle of the night that even through closed doors and windows, it wakes me up. NO! NO! This legislation is going in exactly the wrong direction.  Instead, this effort (and funds) should be devoted to establishing "quiet zones" by installing directional horns at railroad crossings (NOT on the train).  This can be supplemented by warning strobelights on the train, and/or dual gates at grade crossings.  (Please refer to the Federal Railroad Administration's Train Horn Rule.)

This is an extreme quality-of-life issue for anyone who lives near a railroad crossing.  I live two miles from the nearest crossing, and I hear the whistle IN MY HOUSE in the middle of the night from FOUR separate crossings for EVERY train that passes.
