Senator Kahn asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.

The motion prevailed.

Senator Kahn’s statement is as follows:

Colleagues, Senate Bill No. 321 will authorize a community mental health program to form a nonprofit organization for the purposes of administrative and information technology services to other organizations. This legislation will, therefore, assist our community mental health programs in providing services and supports to our people, and in particular, to people with serious and persistent mental illnesses.

The bill is consistent with the efforts in state government to encourage cooperative purchasing and other measures that create efficiencies. This legislation will allow community mental health service programs to coordinate with each other and thus minimize administrative costs.

So as we vote on this bill and pass it and send it over to the House, we are sending over a bill that will improve services, coordinate services, and save money. I ask for its passage.

I am actually suprised that this needs to have a law enacted about it for it to be allowed, but I am glad that it is on the minds of our senators. However, I am a little bit confused about the fiscal part of the bill with the Federal, State and Local Governments not being able to help establish, match or support the non-profit organization.
