I think programs like this are silly. But on the other hand, this one seems a bit like chicken soup -- might not do much good, but is unlikely to do any harm and may make a few people "feel" better in the process. I'm amazed that it's the product of nine Michigan Senate Republicans. Seems out of character for them. Usually they appear more inclined to support the expansion of sit-on-your-tush recreation. Is this an election year . . .?

Obviously not all of the proposed "activities" result in a fee. But if the individuals you think may benefit need to "expend energy" I really doubt a Certificate from the Government is going to motivate them to do so. I am all for people getting out to enjoy nature but come on...a certificate?!?!?

Remember, with every new program comes administration and its associated fees. Its going to become someone's job to keep track of who is earning the certificate. This is worthless legislation that will do nothing to get people outside and will only cost the taxpayers.

I’m not big on state sponsored award programs like the one proposed in SB 982, myself. But this one seems harmless enough, and might actually do some good in getting people out of the house for a little healthy and wholesome activity. Interesting that all nine co-sponsors are Republicans. As for that comment about ditching the certificate and cutting permit and license fees, here’s something to think about. Not every activity on the list requires permits or licenses, or entry fees. For example, there are nice State Forest hiking trails and numerous bike routes open and free to all who will expend a little energy to use them.

Are you kidding? A certificate for going outside and catching a fish? Have we really become so fat and lazy as a society that we need incentives for going outside? If this piece of nonsense passes, I for one am going to be ashamed to say I come from Michigan.
