&lt;p&gt;Because it is not only property owners who have an interest in their community. &amp;nbsp;By the way, non-property owners who live in a community by renting do pay property taxes, in exactly the same way as consumers pay sales taxes. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;This legislation does require a levy to be approved by voters.&amp;nbsp;&lt;/p&gt;
