This seems like the state is competing with the private sector cell tower builders... with taxayer $$'s to generate business off private companies so that the state can maintain and build more cell towers. Absurd. (and you know the state will keep raising the prices and shaking-down the private companies for more and more cash) The state should be leasing tower space from the private companies for the best price it can get for the taxpayers. The state seems to have its priorities backwards.
