    2011 Senate Bill 21 (Require state agencies provide spending plans)

    Introduced in the Senate on January 19, 2011, to require state agencies to submit to the governor a "strategic mission, vision, goals, and a balanced scorecard" for purposes of developing their next budget. The "scorecard" would have to include metrics for "customer service" and other specified items

    The vote was 26 in favor, 12 opposed and 0 not voting

    Vison statements are not transparency.  State agencies should be required to post detailed spending information on-line.  All of it is taxpayer money and the taxpayers have a right to see how it is managed and spent.  Wait.  I have a "vision" for Michigan... I see a continuation of mismanaged taxpayer money and continued debt.
