The photo's don't show who is driving but does show the vehicle involved. The vehicle should be impounded until it learns how to behave should not be allowed onto the streets until a substantial fine and towing charges are paid on it's behalf. If the vehicle continues to violate the traffic laws, the fines and impound time should be increased and the person it is registered to should lose the privilege to license or own another vehicle until they learn to control their vehicles. The insurance costs should also be increased for all scofflaw vehicles registered in the same name.
