The use of private consultants approved by the state governments of Indiana, Ilinois, Wisconsin and Ohio has been quite successful and works very well because the consultants are required to have met certain quality standards based on their educational background and professional preparation and continuing education.  I would cite specifically the wastewater disposal industry in Indiana.   For further information contact Alan Dunn, who supervises the onsite wastewater division of the Indiana State Department of Health.  This program has a list of certified professional soil scientists that is drawn from the Indiana Registry of Soil Scientists, an agency that specifically identifies those qualified to evaluate soil qualities that define the soil characteristics necessary for proper septic tank function.
