In a state that is allegedly working to attract and keep businesses, this seems more like one more nail in the business coffin.
If the people of the state of Michigan ever figure out that it's not really the business that pays taxes, rather it's people (i.e. workers with lower salaries, customers paying higher prices, or owners making little or no profit and closing or deciding not to expand--and hire--or a combination of these), then maybe they'll rebel, just a little, when legislators try to stick it to the businesses.
