There must be a simpler clearer way of saying what is meant. Is there a second birthday in that same year?
How about, "The CPL first expires on the holders sixth birthday after its first issueance and then expires on each following fifth birthday."
Better yet, lets have "constitutional carry" as do Vermont, Alaska, Arizona, and Wyoming.
