Although I understand the reasoning behind this bill, the same was struck down in the 60's as unconstitutional, as it limited free movement and access in the country. I was a social welfare worker at the time. I would be surprised if it meets the requirements of the law.

It is a bone thrown to the teabagger's, probably never will past constitutional muster.

 Excellent Bill and everyone should now write their legislatures to promote this bill to the next level. 

Yes, by all means, we need to move this bill up to the next level; the courts.
