    2011 House Bill 4214 (Increase power of school and local emergency financial managers )

    Introduced in the House on February 9, 2011, to add to the conditions that can trigger the appointment of an Emergency Financial Manager for fiscally failing municipalities and school districts, and greatly enhance the powers of EFMs. They would have the power to cancel or amend existing government or school employee union collective bargaining agreements and other contracts. School EFMs would have authority over academic matters, and could close schools. An EFM could also order new borrowing, or put a property tax millage increase on the ballot

    The vote was 62 in favor, 47 opposed and 1 not voting

     How can 1 person be given the power to cancel or amend...contracts that have been negotiated in good faith by a body of people.  It's a sad day indeed to have whole groups lose something that's hard fought just by the actions of 1 person.

     Very sad in deed. Alas, Rep. Alton Pscholka is proving himself to be an elitist, not a representative of the people. Constitution be damned, he'll do what he wants. Not surprising as he was tutored by another elitist, Rep. Fred Upton.

    I am surprised to see no Republicans voted against this bill. It usurps the public's election of local representatives on their school boards or in their communities. This is absolutely wrong, though I understand the reasons some think it is needed.

    I agree.  It would have been much better if they would have eliminated collective bargining like they did in Wisconsin.  It certainly is easy to see who is in the pocket of the special interest groups when you look at this vote though.

    Eliminating special interest groups is the main target here, schools are not supposed to deal with this kind of problems, it's overwhelming and it defocuses them from their actual purpose. I am happy that I didn't have to deal with this kind of problems as I got my online rn to bsn degree, I hope this legal ground is enough to empower schools into their best interest.

    I really hope the EFMs know what they are doing and act accordingly to all civil`s best interests. As far as I heard, you really need some study considerable savings to enlist some educational institution in Australia. The fees are quite high, but this means quality education guaranteed, I don`t have any doubt about it. You know what they say, if you consider education expensive, try ignorance... I see this quotation as an invitation to self-development. I recently got my teaching certificate and I am really content with the private educational system.
