    Of course this bill or one like it should have been passed years ago. Only half of said fees are even collected. Not to mention the fact that this is the most regressive a tax that could be imagined.

     2011 Senate Bill 166 (Repeal “bad driver tax” ) I am totally in accord with this bill and very much hope that it passes.  This tax should never have been implemented in the first place.  It is a total abuse of the taxpayers!

    It's about time this reprehensible and slimy law was repealed. Unfortunately, this bill doesn't do enough; the entire law should be repealed, not just parts of it. The fact is, most people convicted of DWSL charges since this law came on the scene had their licenses suspended because of the the law in the first place. Yeah ok they broke the law, but most people would have been legal if it weren't for the extra punishment. Not only that, the law itself is a basic violation of a number of constitutional clauses; due process (we get no appeal), bills of attainder (confiscation of property, money, or assets, without due process), as well as double jeopardy (no party other than a judge may hand down a punishment, and no party may levy additional punishments once the judge has handed down a sentence). I know they say it's a 'civil' fee, but uh..how's that, considering it's levied after and because of a criminal verdict? The bill should read something like 'This law is hereby repealed, in full, with all monies wrongfully taken by the state to be renumerated to all affected parties'. Even more serious crimes like DUI's should not have this law enforced; if the state and/or people want there to be stiffer penalties for certain crimes, it has to be as part of a harsher court sentence. It cannot be levied by the DoT, whatever loopholes they string it through.

    I really hate it when people, especially our legislators, are not principled enough to stand against an assuredly unconstitutional piece of legislation in the first place. Now, when given the chance to rectify the travesty, they can only muster half a backbone and not take the opportunity to repeal the entire "bad driver tax" bill. Unfortunately, an all too typical stance by our weak willed legislature. "Thanks for nothing!"

    This fee is nothing but a strong arm tactic to pull money out of the wallets of the people of the state of Michigan if these fees are repealed for some offences they should be repealed for all. I saw a statistic a while back  that said that one in three Michigan driver has suspened or revoked license which means they were assested $1000.00 a year for two years and most of these people were between the ages of 21 and 35.  most of these people are just out of college or starting families and can't afford to pay these fees. With  the public transportation system , in this state being one of the worst in the country they are left with two choices driving,  without a license and risking incuring more fees or trying to find a job in another state. It's no wonder we are losing so many of our young people to other states.  Just because it hasn't happend to you dosen't mean it won't, it hasn't happed to me either.  Lets be fair and get rid of these fees for all.

     I HAVE BEEN TRYING TO EXPLAIN THIS NEW BILL TO DRIVERS, BUT DON'T QUITE ENDERSTAND IT MYSELF.CAN SOMEONE PLEASE EXPLAIN TO ME.DOES THIS MEAN THAT THERE IS NO MORE 2 YR. PENALTY FOR NO LICENSE OR IS THERE STILL EVEN A PENALTY FOR THIS OFFENSE AND OTHERS.LET ME KNW.

    My name is Andrew and I was nailed with the driver responsibility extortion law when I failed to pay a speeding ticket. I was later pulled over again for no seat belt and was informed that my license was suspended and I owed $500 to the State to get it re-instated! I have refused to pay this fine as I see it as double jeopardy under the Constitution of this country! How many penalties can they asses for the same violation? If the State is allowed to pass laws of this nature w/o a popular vote of the people, we have no rights. While refusing to pay this penalty it has been doubled twice and I now owe $2000 to the State. I have moved my family out of the state of Michigan and we now reside in Georgia. What started out as a $50 speeding ticket has now become 40 times that amount! This is absurd. Not having my license has cost me more than one job and the ability to properly care for my family. I have been forced to play "russian rullet" with my life and drive on occasions. My wife is a transplant patient and is not able to drive most of the time so I feel I have no choice. I still can not get a license even in Georgia because of this law. It looks as though I will have to bite the bullet and pay it in order to be legal again. What I don't understand is how they feel this is teaching anyone anything. You are right Jasper it is like the mob trying to strong arm us and I am living proof that it is a reason that many people are leaving the state. It is only going to get worse before it gets better, we had to go!

    I do not understand these fees at all. The fees are definitely way to high. They can get very expensive to a lot of people. Not sure what to think about it at all. Rise-N-Shine Kids

    The tax on new drivers is so good. I see this will be able to control bad drivers in the future. If they have to pay they will be better drivers here. Click here

     HI VICTOR; IT'S NOT MAKING THEM BETTER DRIVERS. IT'S CAUSING THEM TO KEEP DRIVING WITHOUT A LICENSE.REASON BEING

    THEY CAN'T AFFORD TO PAY THE FINES AND FEES TO THE LOCAL COURT AND PAY THE STATE, SO MOSTLY EVERYONE DRIVES WITHOUT A LICENSE.THEY DON'T PUT YOU IN JAIL FOR DRIVING WITHOUT A LICENSE THEY JUST ADD ANOTHER FINE/FEES AND THE DRIVER RESPONSIBILITY FEES FROM THE STAE TO YOU.IT'S CHEAPER TO GET CAUGHT WITHOUT A LICENSE.DOUBLE DIPPING IS WHAT THIS IS ALL ABOUT.SO MOST IN MICHIGAN WILL NEVER BE ABLE TO GET A LICENSE BECAUSE THEY OWE THE STATE SO MUCH MONEY FOR THIS FEE THEY ARE CALLING IT.OUR LEGISLATORS ARE DI--K HEA-DS, THEY DON'T HAVE BALLS TO REPEAL THIS SHITTY LAW.
