2009 House Bill 4820 (Revise parental rights termination grounds )

Introduced in the House on April 21, 2009, to revise the conditions that determine whether the Department of Human Services may petition a court to terminate a parents’ parental rights. Under current law, having voluntarily had parental rights terminated for another child can be grounds for a petition and termination by a court. The bill would specify that the earlier termination had to be for actual child abuse or abandonment

The vote was 109 in favor, 0 opposed and 1 not voting

Re: 2009 House Bill 4820 (Revise parental rights termination grounds )

In regards to the safety of children, many people believe that a parents rights should not be terminated period if there wasn't abandonment and child abuse involved.  I believe the state should not terminate parents parental rights if the judge, social workers, and attourneys believe that their clearly exhists a strong bond and relationship between the children and their parents.  If a child was never mistreated in the parents home, then the children should not have to suffer and be removed from their parents care.  If a parent is suffering from depression in his or her life, even though children need their parents full and undivided attention, the children should not have to be placed with unfamiliar people, because the parent has went through some loop holes in life to make it possible for the family to be a family.

In the event that another child is born after a parents rights have been terminated, and the judge signs a petition to let the child be with their natural parents, it should make it also possible for a parent to get all of their children out the system.  If a judge feels that the parents are safe enough to let the child remain in their care, but terminated their rights to their other children and said for them to never be seen again.  How can a judge feel that one child is safe to be in the care of their parents, but the other children, have to be adopted by strange families in different cities, all children split up and never to see their parents again?
