Just how do you propose to enforce this? As a huge percentage of pallet-loaded freight originates in other states, how to you propose making shippers in other states liable for improper pallets? Looks to me like this type of regulation correctly falls under Interstate Commerce at the federal level and is noting the state legislature should be attempting to force. It's a waste of time and resources to try to legislate this-perhaps a well-supported letter recommending federal regulation would work better.
