Senate Concurrent Resolution 50 is essentially a Republican opposition to the International Convention on the Rights of the Child, which you can read about at UNICEF's website: http://www.unicef.org/crc/, or you can search the web for the string "international convention on the rights of the Child" to see what it is that the Republicans are trying to block.

Let's not tamper with the Fourteenth Amendment to the United States Constitution, which guarantees equal protection under the law of all natural born or naturalized citizens of the United States.  That is far too precious a thing to be played with by a bunch of political demagagues out looking for the wedge issue du jour.
