As this arrangement is to address the notification of eligibilty for child care subsides, focus should be directed to the core of the statute, and that is to the criminal element for Medicaid fraud.
Medicaid fraud in child welfare has been allowed to flourish in the state due to absolute ignorance in addressing poorly implemented rulemaking on privatization of services and non-existent oversight structures.
Instead of concentrating on relatively small areas of Medicaid fraud in the realms of the recipients, it would be much more prudent to recognize the State Auditor General reports and augment the Medicaid False Claims Act to allow the people to perform the functions of oversight.
Much appreciation must be given to Representative Johnson for his bold introduction of such an efficient form of legislation, but the crux of Medicaid fraud must be addressed in the realms of revenue-maximization schemes that have been allowed to pillage the public. The difference is thousands versus billions.
