    So the law says that cash can not be withdrawn from an ATM - most of the people I see get cash from the credit card machine at the counter. Will this be prohibited?

     Excellent for stopping abuse of welfare that all those working pay for.  That money comes from the taxpayers who foot the bill to help others.

    I surely do not have any objection to restricting what welfare "bridge cards" can be used to purchase, or limiting their use to obtain cash.  He who plays the piper should get to call the tune.

    Of course, the restrictions must be reasonable.  I don't have a problem with prohibiting the use of these cards to purchase non-necessity luxury goods like tobacco and alcohol.
