    To what value would this render for people donating or even viewing such boxes.  This is just another government intrusion which ends up costing the owners money.  I'm sure most people really don't care how much of the clothing goes where.

     Whereas most people are just happy to be rid of the used clothing, some actually do care where their donations go. I work with a local charity servicing clothing donation bins, and believe me, there are some companies out there that take advantage of peoples generous nature. It has become an issue for the cities to regulate and I think it should require state regulation.

    To DAVE365: There are plenty of people who care about where their donations go. I am one of them. I once worked at a place that takes donated clothing and was disgusted to watch the owners take the nicer clothing to keep for themselves or put into a resale shop. I hear about other places doing the same thing all the time.

    I can only figure from your comment that you must own some of these used clothing donation boxes.
