What is the point here? The bill states it authorizes counties to sell stickers for bike trails. It states that any money in the fund must be used "exclusively for the establishment or maintenance of bicycle trails." It establishes that the sticker price can not exceed $50. However, it goes on to state that counties can't limit the use of the trail to individuals that do purchase the sticker. Am I wrong here, or does this say a county can establish a fee for use of bike trails, but can't do anything to enforce that people purchase the sticker. Whether you would support a bike trail sticker or not, this is useless. Basically it amounts to allowing counties to establish a fund for people to donate money to support bike trails. If that is the purpose, they should just state that. If the purpose is to establish a user fee, then there needs to be a LOT more information in the bill. For instance, how will it be enforced? Which bike trails will it pertain to? (if you live in a community that developed their own trails, does the user fee apply to those trails? Or does it only apply to trails developed by the county?) This bill doesn't have any of these items defined or established. This is one of those bills that nobody should support.
