     Life has to be presumed present immediately after intercourse, regardless of how the woman is impregnated.  This language is literally splitting hares when it determines that 24-48 hours after intercourse, the drug can be administered.  Once that time line has passed, it is then considered termination?  This is just flat wrong to force health care facilities to dish out this drug.

    This seems like a very sensible and prudent requirement. Health care facilities will not be "dishing" out this drug, but making a legal drug available to a patient. It will still be the patients choice whether or not to take the drug. To not offer emergency contraception to a woman who has been raped seems to me a crime itself.

    There has to be emergency contraception given to the rape victims so that it prevents them from being pregnant.
