The "driver responsibility fee" ("bad driver tax") is very expensive and harmful, especially for those who can least afford even the basic necessities. There may be cases of driver-created hazards to the public where this punishment (and revenue stream for government) may be proportional. Not having proof of insurance is certainly not one of them.
