     If you can't get it one way, write a law that lets you take it another way.  How about making it so only property owners can vote on it?

     If you can't get it one way, write a law that lets you take it another way.  How about making it so only property owners can vote on it?

    Because it is not only property owners who have an interest in their community.  By the way, non-property owners who live in a community by renting do pay property taxes, in exactly the same way as consumers pay sales taxes.  

    This legislation does require a levy to be approved by voters.

    But it's the property owners who pay the tax.  Yes, eventually renters and consumers pay the for the tax but they seldom see it that way.  That is why "non-homestead" property taxes usually pass.

    If so many of the people in the community want a community center, why not just charge them at the door?
