Find the money somewhere else.  The amendment passed by "We the People", whom you work for in case you forgot was

"a constitutional amendment approved by the people in 2004, which is supposed to be used for the construction, operation and maintenance of recreational boating facilities. Money in the fund comes from boat registration and various user fees, the tax on diesel fuel used in vessels, and other sources".

If you cant find the money then do what companies that actually produce revenue and products do.  Lay them off or fire them until your revenues  increase.

You folks in Congress need to get real jobs where you have to worry about things like having a job, or getting let go (fired)  next week because of cutbacks etc.

You also need a shot of Common Sense instead of a shot of whatever your favorite beverage is at the expense of your favorite lobbyist.
