So Alma wants to eliminate all scholarships and grants offered to students and return the money to the general fund. For what purpose? To balance the budget on the backs of hard working successful students?

It looks like they've decided they've bought all the votes they need with that money, so now they will re-purpose it for some other socialist agenda. As opposed to giving it back to those from whom it was stolen.
