This bill would allow cities or any local government to extort a big bribe from the state as a condition of approving a big-deal highway project within city limits. Cities could shake down road users for new sewers, roads, noise walls and landscaping on their own behalf. Or, they could name any number of private community organizations to receive the shakedown payments, for new parks, housing, or hospitals. State taxpayers might have to support the Kwame Kilpatrick Memorial Hospital, or the Monica Conyers Community Foundation, before they could drive on a widened highway in Detroit. Or, they would have to pay for the Greater Grayling Snowmobile Racetrack before I-75 is improved up north.
