Introduced in the House on September 11, 2008, to expand the installment payment plan provisions for individuals subject to the “driver responsibility fees” (“bad driver fees”) that are assessed for various violations and must be paid for two consecutive years. These very expensive fees were originally
adopted in 2003 to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets. The bill would allow an individual whose license has already been suspendeed to be granted an installment plan, and allow installments on amounts less than $500
