re-state as illegal what is already illegal in michigan.
it also appears to TRY and correct some grammar in the legislation.
it (tries to) restrict how and when and where and from whom signitures can be gotten. this CANNOT be a good thing, as each citizen is allowed to particpate in this initiative process.
it places penalties for 'more signatures than there are electors' several times.
this means that if you are not registered to vote, you don't count for initiatives.
THAT is a bad precedent. it shows that those who DON'T participate in the 'politics as usual' are disregarded for citizenship.
CHOOSING not to participate in the 'electorial process' shouldn't preclude someone from giving his or her opinion.
yes, voting is a right and a privelege, and all are encouraged to vote, but those who CHOOSE not to participate are no less citizens than those who CHOOSE TO.
this bill would make them so.
THAT'S why i oppose it.
