Yes, but shall the state advocate for these children? Will there be assistance in continuing communication and contact with the family, extended family, fictive kin, or any other persons of affinity? This is a fiscally responsible movement, but it begs the question: why are these juveniles, or rather wards/temporary wards of the state committing offenses, and offenses in other states?
