    Why?

Why would you regulate whether or not a person has to be referred? Shouldn't this be between the person and their insurance company? What if the person doesn't have insurance? They have to pay for the doctor's appointment IN ADDITION to the meeting with a specialist? What the heck!?! Quit trying to regulate our lives!!!!!!!!!!!
