    So the people working for the government are capable of serving citizens but incapable of making decisions concerning their own health? If the incentives of a long and healthy life aren't enough to motivate people to take care of their bodies, those people won't be motivated by Gilda Jacobs!

    Worse yet, incentitives always mean some type of related expense!
