I think this legislation must be more defined. Having the charges dismissed prematurely may lead to the public being vulnerable. Make the process very clear, step by step, and clearly marking the time frame that the proceedings should follow will keep things moving in a timely fashion. Communication is a big part of this issue. Knowing what all the parties are doing or are in the process of doing will allow the system to stay on track. The wheels of progress turn slowly, make them more efficient and they may turn more quickly.
