    2007 House Bill 4210 (Mandate state event recycling containers )

    Introduced in the House on February 7, 2007, to require all public events sponsored by any "state agency" (a department, board, commission, agency, or council of the State of Michigan) to provide recycling containers for beverage containers. This would also apply to a person under contract to conduct an event

    The vote was 105 in favor, 4 opposed and 1 not voting

    Well Meaning, But May Cause Trouble

    A strict reading of this law would require: - A state police officer running booth at a job fair must have a recycling container available and handle it if anyone at that job fair serves beverages. - A prison psychologist who gives her patients Mountain Dew because she finds it comforts them and helps them talk must have a recycling container there, even in a maximum security environment where it's otherwise not safe or desirable to have. - A member of a community service team picking up garbage on the side of the highway will get in trouble for bringing bottled water to share, because he's serving it, and triggering the requirement that a recycling container be made available at that time and location. How about limiting this law to when there are at least 100 bottles or other containers that may be recycled, and instead of specifically requiring a container, just say that the agency must make reasonable efforts to recycle the containers that they serve or which are used at an event at which the agency is the primary planner?

    This is worth it at any cost. Plus, we rely on tourism. Keep it clean.     "no vote explanation"

    Rep. Elsenheimer, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: This is a fine concept, but it is estimated that it will cost up to $350,000 per year to implement. Where does the majority intend to come up with the resources for this proposal? At a time that we are raising taxes, and yet face a $400 million dollar budget shortfall for 2009, how can we be talking about adding a $350,000 expense to state government?”
