This bill is a dangerous legislative intrusion into transportation safety. There is no proof that seat belts can contribute anything to safe pupil transportation, and they could be a considerable danger. Unless a lap belt is drawn very tightly over the hip bones, in the event of a collision it can ride up and cause grievous internal injuries. For this reason, booster seats are needed by most young children until about the fourth grade if they're to use lap belts. You cannot count on a busload of young children to safely belt themselves in. Research has shown that the "encapsulaton" provided by current school-bus seats is preferable to belt use by children.
This kind of bill is introduced by headline-seeking legislators who want to show how much "they care," but who in fact don't care how may kids they maim in order to have something to issue a press release about.
